Yep 13 turns is ok. Putting back by number of turns is just a general guide to get it close assuming it was aligned correctly before you started.

what do you know about tie rods it said put back on with same # of turns as taken off took off in 12 turns but takes 13 to put back on the locking nut is in same spot at the 13 turns is this ok need to know now

Good year of Jetta. I have owned 2 98 Jettas, and enjoyed both. Also your friend is asking a fair price. I sold my 98 Jetta K2, with similar mileage and options for $1950, last year. Good luck; at least people are looking for inexpensive reliable transportation right now, and this seems to fit the bill.
