Yep 13 turns is ok. Putting back by number of turns is just a general guide to get it close assuming it was aligned correctly before you started.

what do you know about tie rods it said put back on with same # of turns as taken off took off in 12 turns but takes 13 to put back on the locking nut is in same spot at the 13 turns is this ok need to know now

Somehow the one or two times I have failed to tighten or under-tightened fuel lines I smelled the gas before it became an issue. (knock wood!) I As soon as I get a whiff of gas I pull right over and have a look. Sometimes it's a false alarm, sometimes not.
