Yep 13 turns is ok. Putting back by number of turns is just a general guide to get it close assuming it was aligned correctly before you started.

what do you know about tie rods it said put back on with same # of turns as taken off took off in 12 turns but takes 13 to put back on the locking nut is in same spot at the 13 turns is this ok need to know now

One thing I forgot to mention was the oil breather. There is an o-ring on it and if it gets worn out it will also become a vac leak. If it doesn't seat firmly in the case and is easily removed replace the o-ring. Just one of those places that doesn't readily come to mind when you're searching for vac leaks.
