Yep 13 turns is ok. Putting back by number of turns is just a general guide to get it close assuming it was aligned correctly before you started.

what do you know about tie rods it said put back on with same # of turns as taken off took off in 12 turns but takes 13 to put back on the locking nut is in same spot at the 13 turns is this ok need to know now

why not rebuild it yourself?, it's pretty straight forward job as long as you have time and internet at your hand to guide you through the process, tools needed are very basic

if it's just a head gasket why are you trying to rebuild the bottom end, those things are pretty bullet proof, I would maybe only change the connecting rods due to known and possible in the future pre-stressed bolt failure
