Yep 13 turns is ok. Putting back by number of turns is just a general guide to get it close assuming it was aligned correctly before you started.

what do you know about tie rods it said put back on with same # of turns as taken off took off in 12 turns but takes 13 to put back on the locking nut is in same spot at the 13 turns is this ok need to know now

I would guess the shifter issues were caused by the bone-head effect, iow someone who had no clue as to what they were doing probably installed the shift kit, voila, sloppy sideways shifter. I would dis-assemble, study, and re-assemble, probably solve all shifter issues.
