Yep 13 turns is ok. Putting back by number of turns is just a general guide to get it close assuming it was aligned correctly before you started.

what do you know about tie rods it said put back on with same # of turns as taken off took off in 12 turns but takes 13 to put back on the locking nut is in same spot at the 13 turns is this ok need to know now

As long as the spring on the diaphram is the correct weight there is no reason an adjustable reg wouldn't work just fine. I modify the Holley 803's as return style boost refrenced, and use them for turbocharging for up to 25psi boost. In fact, it would allow you to tweak your pressure to see what works best for your particular set-up, but you would need a wide-band o2 sensor and meter to get to stoichiometric balance. You would also need a 0-50 psi gauge and some npt fittings. The parts you would need end up costing more than a stock reg. If none of that makes any sense to you, get a stock replacement part.

As far as basic troubleshooting, insuring you have a clean tank and filter is good advice before you go buying parts.
